Said bureaucrats and technocrats will want to cover their asses, as they will be in the firing line otherwise if anything goes wrong, so there will be a lot of regulation. The same applies to minister who while talking about "cutting red tape" in their Sunday speeches and press releases will also want to cover their asses, again meaning more regulation.
